You should see drivers loading, and then please wait. You should then be at the Welcome Screen. Logon to your computer using an account with Administrator privileges. If you are prompted for an administrator password or for a confirmation, type the password, or click Continue. On the General tab, click Selective Startup. Click OK. When you are prompted, click Restart. After the computer starts, check if the issue is fixed.

However, I couldn't re-add the interactive user account so I assume I would have to rebuild the workstation in order to re-enable UAC and be able to log in. Losing UAC was not a very big deal, the user actually prefers it that way, go figure.

Remove all the external devices connected to your computer and Restart the computer, either by pressing the Power button or clicking on the Power Icon located at the bottom right corner of your Login Screen. Power OFF the computer by pressing the Power button.
Remove all the external devices plugged to your computer Leave Keyboard and Mouse Connected and Unplug the computer from its power source. Open the Battery Compartment and remove the battery as well. After removing the battery, press and hold the Power button on your computer for 15 seconds to drain residual charge if any.
